Preamble

For long, four nations have been engaged in cultural exchange with each other more than they have others, yet there was never any official forum for this group of nations. This organisation seeks to establish an official forum for these nations to congregate and discuss among each other about each other.

Article I- Establishment and Purpose

  1. The International Union of Cooperation and Communities, hereinafter referred to as “the Union” or “the IUCC”, is hereby established as an international organisation.
  2. The purpose of the Union is to promote cooperation and collaboration among Member States, their governments and their communities.
  3. The Union shall seek to:
    1. Encourage dialogue and mutual understanding;
    2. Facilitate cooperative action through Directives and Programmes;
    3. Support sustainable development and community-based initiatives;
    4. Provide a consistent and efficient institutional framework for cooperation.

Article II- Identity and Character of the Union

  1. The Union is founded on the principles of equality, consent and mutual respect.
  2. The Union shall not constitute a supranational authority and shall not override the constitutional or legal order of any Member State.
  3. Participation in Union activities shall be voluntary except where obligations are expressly accepted under this Charter.
  4. The Union shall act as a facilitator of cooperation, not as a governing authority over its Members.

Article III- Membership

  1. The founding Members of the Union are Arbores, Bushistan, Curnon, and Hokoria.
  2. Membership of the Union shall be based on sovereign equality, with equal rights and obligations for all Members.
  3. No state shall become a Member of the Union except in accordance with the invitation and accession procedure set out in this Charter.

Article IV- Invitation and Accession of New Members

  1. Membership of the Union shall be by invitation only.
  2. The authority to extend an invitation to accede to the Union shall rest exclusively with the President of the General Council.
  3. An invitation to join the Union may be issued only following consultation with all Member States.
  4. Accession to the Union shall require the unanimous approval of the General Council.
  5. The General Council may, at the time of approval, determine conditions of accession, including transitional arrangements or limitations on participation.
  6. Membership shall take effect upon formal acceptance of this Charter by the invited state in accordance with its internal procedures.

Article V- The General Council

  1. The General Council shall be the principal governing body of the Union.
  2. The General Council shall consist of one seat per Member State.
  3. Each Member shall appoint one representative, who shall hold full voting authority.
  4. The General Council shall be responsible for:
    1. Determining the policies and direction of the Union;
    2. Adopting and amending this Charter;
    3. Establishing and overseeing Directives and Programmes;
    4. Regulating internal procedures of the Union.

Article VI- Presidency of the General Council

  1. The General Council shall be chaired by a President.
  2. The Presidency shall rotate among Member States in an agreed order and for a defined term.
  3. The President shall:
    1. Convene and chair meetings of the General Council;
    2. Represent the Union externally;
    3. Initiate proposals for Directives, Programmes and organisational matters.
  4. Formal proposals may only be submitted by the President, following consultation with Members.

Article VII- Decision-Making

  1. Each Member State shall have one vote.
  2. Decisions on organisational matters shall require at three-quarters approval, including:
    1. Amendments to this Charter;
    2. Changes to the structure or identity of the Union;
    3. Admission or suspension of Members.
  3. Decisions on Directives and Programmes shall require a simple majority unless otherwise specified.
  4. The General Council may adopt procedural rules by unanimous decision.

Article VIII- Directives

  1. The Union may adopt Directives as binding cooperative instruments.
  2. Directives shall:
    1. Define objectives to be achieved;
    2. Specify a time frame for implementation;
    3. Leave to Members the choice of means and methods.
  3. Directives shall not mandate specific domestic legislation unless voluntarily enacted by a Member.

Article IX- Programmes

  1. The Union may establish Programmes to support voluntary cooperation.
  2. Programmes may include, but are not limited to:
    1. Intelligence or information sharing;
    2. Judicial cooperation and professional assistance;
    3. Environmental and sustainability initiatives;
    4. Community development, education, or technical support.
  3. Participation in Programmes shall be voluntary.
  4. Programmes may:
    1. Include associate nations that are not Members;
    2. Be open to participation by non-member citizens or organisations.

Article X- Emergency Provisions

  1. In the event of a national emergency, severe internal crisis, or force majeure, a Member may temporarily suspend obligations arising from Directives or Programmes.
  2. The affected Member shall notify the President of the General Council without delay.
  3. Suspension shall be limited in scope and duration and shall not affect the fundamental principles of this Charter.
  4. The General Council may review emergency measures and issue non-binding recommendations.

Article XI- Withdrawal

  1. Any Member may withdraw from the Union.
  2. Withdrawal shall take effect within a period of time agreed by the President of the General Council and the withdrawing Member after written notification is submitted to the President of the General Council.
  3. Obligations incurred prior to withdrawal shall remain binding unless otherwise agreed.

Article XII- Dissolution of the Union

  1. The Union may be dissolved only by unanimous decision of the General Council.
  2. In the event of dissolution, the General Council shall determine:
    1. The settlement of obligations;
    2. The disposition of assets and records;
    3. Transitional arrangements, if any.
  3. Dissolution shall not affect obligations already fulfilled or rights already exercised.

Article XIII- Legal Status

  1. The Union shall possess legal personality to the extent necessary to fulfil its functions.
  2. The Union may enter into agreements consistent with its purposes and principles.

Article XIV- Amendments

  1. Any Member may propose amendments through the President of the General Council.
  2. Amendments shall enter into force only upon unanimous approval.

Article XV- Entry into Force

  1. This Charter shall enter into force upon ratification by all founding Members.
  2. Upon entry into force, the International Union of Cooperation and Communities shall be fully constituted.
